应对气候变化的市场机制:供给推动与需求创造Market Mechanisms Combating Climate Change: Supply Push and Demand Creation

摘要(Abstract):
在后《京都议定书》时代,全球性的合作减排政策框架有可能逐渐被单边、双边以及地区性、局部性多边政策所替代,各类政策机制之间的矛盾冲突将更为频繁、剧烈。针对上述现象,本文对基于市场机制的国际碳减排政策的最新动向进行了研究。一方面侧重于比较研究可能直接影响谈判进程的IPCC第三工作组报告中相关结论的变化,分析供给侧和需求侧政策可能突破的方向和实施路径。另一方面则对不同地区、各种类型气候政策之间可能存在的复杂的关联、协同,以及冲突关系进行了初步研究。
